Applicable Policy Statement. In addition to FR 4.5 regarding complaints, the Commission also requires, in accord with federal regulations, that each institution maintains a record of complaints received by the institution. This record is made available to the Commission upon request.

Documentation: Normally, this record will be reviewed and evaluated by the Commission as part of the institution’s decennial evaluation; however, during the fifth-year interim review, when addressing this policy statement, the institution should provide information to the Commission describing how the institution maintains its record and (1) individuals/offices responsible for the maintenance of the record(s), (2) elements of a complaint review that are included in the record, and (3) where the record(s) is located (centralized or decentralized).

Summary

Fayetteville Technical Community College (FTCC) maintains complaint records in the following offices:

Attendance appeals        Appropriate Academic Dean’s Office and if the Dean’s decision is appealed it is also maintained by the Associate Vice President for Student Services
Grade Appeals, Grievances: Probation or Dismissal, and Violations of Student Code of Conduct Appropriate Academic Dean’s Office
Financial Aid Appeals      Director of Financial Aid
Title IX and Illegal Discrimination Complaints Vice President for Human Resources and Institutional Effectiveness

Federal requirement 4.5 provides the process for student complaints and is listed below for convenience.


Narrative


Academics & Student Services Complaints

The procedures governing student appeals can be found in the Academic Procedures Manual (pg. 61). A detailed description of the student complaints procedure can be found in the Student Handbook (pg. 41) which is posted to the FTCC website. Complaint procedures are also made available to potential and current students enrolled in distance education courses through postings on the Blackboard® desktop and the Student Services webpage.

Students dissatisfied with the College’s administrative decisions regarding their complaints have the right to appeal (pg. 44).  The College follows the same appeal process for face-to-face and distance education students. A student’s due process is respected and guaranteed. The student appeals committee hears complaints and proposes recommendations to the appropriate Associate Vice President, who renders the decision to the student.  The Student Appeals Committee (pg. 52) maintains minutes for each meeting. The College maintains documentation of student complaints in the appropriate dean's, associate vice president’s, and/or senior vice president’s office depending upon the office rendering the final resolution.

Discrimination Grievances

Complaints of illegal discrimination and sexual misconduct are submitted to the Human Resources (HR) office for investigation.  The procedures applicable to employees can be found in the Employment and Affirmative Action Manual (pg. 46).  Student complaint procedures are posted on the College’s website. Access to a complaint form that can be completed by employees and students is also available on the College’s website.

The Title IX Coordinator follows prescribed processes for handling student and employee complaints of illegal discrimination. The website also includes appeal procedures (pg. 52). The HR office maintains a record of all submitted grievances and provides an annual report to the Board of Trustees of any alleged violations of the non-discrimination and equal opportunity policy with a summary of how the allegations were resolved.
